Would-be adoptive parents look beyond Russia

NEW YORK (Reuters) - Russia's new ban on U.S. adoptions is the latest setback for hopeful American parents as countries increasingly impose restrictions.

Other countries, including China and Guatemala, have erected hurdles for adoptive families as they create their own domestic adoption programs. The signing of the Hague Convention on adoption in 2008 drastically improved regulation of the process, which had been rife with corruption. But it has also led to a slowdown in adoptions or shutdowns in some countries. Internal politics and abuse concerns are additional reasons why countries have tightened controls.

In 2004, U.S. citizens adopted 22,991 children who had been born abroad, an all-time high, according to Adoptive Families magazine. By 2011, that number had fallen to 9,319. For a graphic view of how international adoptions have fallen in various countries, see http://link.reuters.com/tut84t

There are still other options for Americans wanting to adopt an international child. Bulgaria, Colombia and many African nations are some of the new, go-to countries for U.S. adoptions.

But even that's not a sure thing. For would-be adoptive parents the best bet is to widen their search to include special needs kids, sibling groups and older children.

AFRICA'S ADOPTION EXPLOSION

Africa, which represented 22 percent of adoptions in 2009, is expected to be a bigger player in the future. "A decade ago, there were very few adoptions (in Africa)," according to Susan Soonkeum Cox, vice president policy and external affairs at Holt International, a Christian adoption organization. "Now, there's an explosion."

African countries seeing an increase in adoptions include South Africa, the Democratic Republic of the Congo, Ghana, Kenya and Ivory Coast.

Adoptions in Ethiopia, meanwhile, have declined from a peak of 2,511 in 2010 as the country overhauled its oversight process. But it is still a viable option, Cox said.

Cox advises working with an adoption agency that has staff on the ground in Africa and other countries to handle paperwork and advocate for U.S. families.

Other countries that still welcome American adoptions include Bulgaria and Colombia, said Megan Montgomery, international adoption coordinator for Adoption Star, based in Amherst, New York. Adoption Star primarily deals with adoptions from Bulgaria, a country that has gone from five placements in 2008 to 75 adoptions in 2011.

Placements from Vietnam and Cambodia, which shuttered their U.S. adoption programs, should resume soon, adoption experts say.

FAMILIES CAN'T FLIP A SWITCH

Adoptions of Russian children peaked in 2004, according to Dale Eldridge, coordinator of adoptive services at Jewish Family Services' Adoption Choices, a non-profit adoption program based in Framingham, Massachusetts. Right now, fewer than 50 U.S. adoptions of Russian children are formally in the works while another 250 U.S. families have identified kids they would like to adopt, adoption experts said.

Unfortunately, families that already have started an adoption in Russia can't just flip a switch and redirect their efforts to another country. "I wish it was as simple as taking some families who have been waiting (for Russian children) to just move over to another country," said David Nish, chief program officer at Spence-Chapin, a U.S.-based adoption agency that finds homes for children in the United States and around the world. "But it's a whole other process."

That's because every country has its own eligibility requirements. Criteria can include parents' marital status, age of the parents, employment, financial status, medical issues, and even the age difference between the adoptive parents and adoptee child. The adoption process remains restrictive for single-sex couples.

And the cost can be prohibitive. For example, the median fee in 2011 was $8,000 for the Dominican Republic, $15,355 in Panama and $26,063 in South Africa, according to the U.S. State Department's Intercountry Adoption Annual Report. Adoption fees for many of the 30-plus countries on the State Department's list are in the range of $20,000. That's not including travel costs.

Even so, international adoptions are often cheaper than domestic ones for newborn babies, which can cost $40,000 or more.

OLDER CHILDREN

To speed up the process, would-be adoptive parents should consider a school-age child, experts say.

According to the State Department, 233,934 international adoptions were made by Americans from 1999 to 2011. Nearly 94,000 of those adoptions involved children under the age of one. Just about 20,000 children aged three or four were adopted during that period. And for kids aged 5 to 12, it was 29,712.

The benefit of adopting a school-age child is that it is easier to identify developmental and emotional problems ahead of time. "There's more you can do to prepare and put resources in place to support what they need," Spence-Chapin's Nish said.

School-aged children can be challenging if pre-adoptive experiences affect their development, he said.

A special needs child is also a possibility. One way to fast-track an international adoption may be to apply for a child with known medical or special needs, said Adoption Star's Montgomery. "For families with resources, it can be great option," Montgomery said. "Of course, you really have to find the right family to take on that kind of known medical need."

Special needs can range from a baby born with a minor medical problem, such as a cleft palate, to more serious issues, such as a heart condition, blindness or spina bifida. "It's not about families getting a child quicker," Nish said. "It's about a family accepting a child into their household that they can provide for and love and nurture."

China's Waiting Child program, which includes children who have special needs or correctable medical conditions or are part of sibling groups, has wait times that are typically much shorter than the traditional program, according to Adoptive Families magazine. In 2011, more than half of adoptions from China were through this program.

Would-be parents must be prepared to wait. The Associated Services for International Adoption, a non-profit adoption group, says the wait time for an adoption referral in China is 73 months as the country has clamped down on U.S. adoptions. "If the wait time is becoming impractical, it's better to close the intake process" and start again, advised Holt's Cox.

Tracy Downey and her husband, Jason, who live in suburban Des Moines, Iowa, tried to go the traditional international Chinese adoption route in 2006. But after waiting for 18 months to bring home a baby from China, Tracy switched gears and started combing the official Chinese list of children with special needs along with additional lists from adoption agencies and orphanages.

The Downeys have since adopted a daughter, Angel, along with two sons - Corban and Tegan - from China, all with large, potentially disfiguring moles known as a giant congenital nevi. They started the process to bring home the two boys, now aged 3-1/2, last January. It took about 10 months.

Aside from their large moles - which are on two of the children's faces and on the other's lower body - all three kids are healthy and thriving, Tracy said.

"If we wanted a non-special needs child, we'd still be waiting," Tracy said.

Video released of NYC suspect in fatal subway push

NEW YORK (AP) ? Police searched for a woman who killed a man by pushing him in front of a subway train and released surveillance video Friday of her running away from the station.

Commuters, meanwhile, absorbed the news of the second fatal subway shove in the city this month.

"It's just a really sad commentary on the world and on human beings, period," said Howard Roth, who takes the subway daily. He said the deadly push was food for thought about subway safety, "but I guess the best thing is what they tell you ? don't stand near the edge, and keep your eyes open."

The suspect in Thursday night's killing had been following the man closely on a Queens platform and mumbling to herself, witnesses told police. She got up from a nearby bench and shoved the man, who was standing with his back to her, as the train pulled into the platform. He was pinned under the train as it pulled to a stop, police said.

It did not appear the man noticed her before he was shoved onto the tracks, police said, adding that the condition of the man's body was making it difficult to identify him. The woman was described as Hispanic, in her 20s, heavyset and about 5-foot-5, wearing a blue, white and gray ski jacket and Nike sneakers with gray on top and red on the bottom.

It was unclear whether the man and the woman knew each other. And it's also unclear whether anyone tried to help the man up before he was struck ? or whether there was enough time for anyone to do anything.

The surveillance video was taken at a nearby intersection. It shows a woman dashing from a crosswalk and down a sidewalk.

Asked about the episode at the station on Queens Boulevard in the Sunnyside neighborhood, Mayor Michael Bloomberg pointed Friday to legal and policy changes that led to the release of many mentally ill people from psychiatric institutions from the 1960s through 1990s.

"The courts or the law have changed and said, no, you can't do that unless they're a danger to society; our laws protect you. That's fair enough," Bloomberg said on "The John Gambling Show with Mayor Mike" on WOR-AM.

On Dec. 3, 58-year-old Ki-Suck Han was pushed in front of a train in Times Square. Apparently no other passenger tried to help Han.

A photograph of him on the tracks a split second before he was killed was published on the front of the New York Post the next day, causing an uproar and debate over whether the photographer, who had been waiting for a train, should have tried to help him and whether the newspaper should have run the image.

A homeless man, 30-year-old Naeem Davis, was charged with murder in Han's death and was ordered held without bail. He has pleaded not guilty and has said that Han was the aggressor and had attacked him first. The two men hadn't met before.

Being pushed onto the train tracks is a silent fear for many commuters who ride the city's subway a total of more than 5.2 million times on an average weekday, but deaths are rare.

Among the more high-profile cases was the January 1999 death of aspiring screenwriter Kendra Webdale, who was shoved by a former mental patient. The man, Andrew Goldstein, was convicted of murder after unsuccessfully arguing he was too mentally ill to understand what he was doing.

The case prompted the state Legislature to pass Kendra's Law, which lets mental health authorities supervise patients who live outside institutions to make sure they are taking their medications and aren't threats to safety.

Earlier this year, restaurant cook Jose Rojas was convicted of assault for shoving a woman into the side of a moving train in 2010. His lawyers argued he simply stumbled into her in a drunken accident. The victim was seriously hurt but survived.

Like many subway riders, Micah Siegel follows her own set of safety precautions during her daily commute: stand against a wall or pillar to keep someone from coming up behind you, watch out when navigating a crowded or narrow platform to avoid being knocked ? even accidentally ? onto the tracks.

"I do try to be aware of what's around me and who's around me, especially as a young woman," Siegel, a 21-year-old college student, said as she waited at Pennsylvania Station on Friday.

So does Roth, who's 60.

"It sounds a little wimpy if you're like, 'Who's going to push me?' But it's better to be safe than sorry," he said.

I had my 2 way compustar alarm and auto start for a year now. The problem is that after the snow last week the auto start stopped working. You can hear the car cranking but it does not go through. However, manually starting the car works.

Any ideas that I should check first before bringing it to a shop? It worked fine before the snow(cold temp) we had last week.

We just had our first substantial snow here in the Midwest. The girls have waited months for this snow. There is just something magical about snow; to adults and children alike.

We all had high hopes that we would have a white Christmas but it wasn?t meant to be. We did receive a small blizzard the day after and have been living in a winter wonderland ever since.

The girls couldn?t wait to put on their snow gear and frolic in the wintery wonderland. Me, I grew up outside of Chicago and I have a lifetime of memories of freezing in the cold winter snow, sledding, building snowmen and trying to knock down my nemesis? snow fort to last me a lifetime. As much as I now hate the cold, I want all those memories for my girls and so I doubled up my layers, dug out my snow boots ( because no Midwestern girl worth her salt doesn?t have snow boots) bundled up my kids and my husband and we walked in the 22 degree weather to the neighborhood park; Rocket park. You can imagine what we went there for?

It?s called Rocket Park because there is a huge hill with a path on it, during the summer the kids use it to ride their bikes down. As a parent, it scares the hell out of me because visions of my girls? going down the steep at hill at warp speed sends terror through my mommy heart. But during the winter, the path is compacted and iced and children from all over the addition walk to the park with their toboggans and sleds in hand and one by one they fly down the hill; squealing with delight until they come to a full stop. Then they walk back up the steep hill and repeat the process for hours or until they lose feeling in their toes, whichever comes first.

That?s what we did yesterday.

My 7-year-old made the trek to the top of the hill with her father but once there and looking down, decided perhaps Rocket hill was something she would graduate to at a later date.

This is what winter is all about

The Big Guy, however, was chomping at the bit to slide down the hill. It was only the fact that there were so many children waiting patiently in line that he decided against it. I suspect that one morning I will find him at Rocket Park sliding joyfully down the steep hill by himself while all the neighborhood children are at school.

The girls opted for a somewhat smaller but equally as steep hill on the golf course and they loved that they didn?t have to share it with anyone else, except their daddy. An hour later; 27 snow angels, a couple head-over-heel wipeouts, a few unsolicited failed snowball fight attempts and a lifetime of memories later we headed back home with rosy cheeks and runny noses. But the girls wanted more, as little people are known for doing every thing in excess especially coming off the Christmas of excess high. They did not want the magic to end.

I told them that we will save more for tomorrow because you can?t accumulate a lifetime of memories in a single day. We have a lifetime together to make memories with them, and their children and their children?s children. I hope.

Iraq confirms arrest of minister's bodyguards

(AP) ? Iraqi authorities said Friday they've arrested 10 bodyguards of the country's Sunni finance minister in a terrorism-related sweep, the first official confirmation in a case that is inflaming the nation's simmering political and sectarian tensions.

Protests broke out in response to the detentions in at least two cities in Sunni-dominated western Anbar province, and the United States said in unusually strong terms that it is pressing Iraq's Shiite-led government to uphold its commitment to the law.

In the year since the last American troops left Iraq, the country has been wracked by sectarian violence and political stalemate. Iraq's Sunni vice president is on the run after being convicted in absentia and sentenced to death on terror charges, and bloody attacks by Sunni extremists against Shiites still take place frequently.

Critics of Iraqi Prime Minister Nouri al-Maliki accuse him of unfairly sidelining Sunni political rivals while seeking to consolidate power in the hands of Iraq's majority Shiites. Al-Maliki's government says it is committed to the rule of law and does not follow a sectarian agenda.

Late on Thursday, Finance Minister Rafia al-Issawi accused an unspecified "militia force" of "kidnapping" members of his staff and said at a news conference that he holds al-Maliki personally responsible for their safety. Al-Issawi suggested the prime minister had knowledge of the moves against his employees and urged the parliament to hold a no-confidence vote against him.

Supreme Judicial Council spokesman Abdul-Sattar Bayrkdar told The Associated Press Friday that the chief of al-Issawi's protection force was arrested on Wednesday on the strength of confessions obtained by the authorities. The chief had confessed that he took part in terrorist attacks, and nine other bodyguards were held while the investigation proceeds, Bayrkdar said.

The Interior Ministry posted the names and arrest warrants of the suspects on its official website, including the security chief, identified as Col. Mahmoud al-Issawi.

The arrests are a concern for Washington. American officials have been engaged with Iraqi political leaders since hearing about the detentions and have urged the government to uphold commitments to due process and the rule of law, according to a U.S. Embassy official.

"Any actions from any party that subverts the rule of law or provokes ethnic or sectarian tension risks undermining the significant progress Iraq has made toward peace and stability," said the official, who was not authorized to speak publicly about the matter.

The arrests come at a sensitive time for Iraq. The country's ailing President Jalal Talabani was flown to Germany on Thursday for medical treatment following what has been described as a serious stroke earlier this week. The 79-year-old president is widely seen as a unifying figure with the clout to mediate among the country's ethnic and sectarian groups.

On Friday, al-Maliki defended the arrests as legal and based on warrants issued by judicial authorities. He accused al-Issawi of fabricating a political crisis for personal gain and criticized him for referring to security forces as militias.

"Sunnis, Shiites and all the people must know that carrying out arrest warrants against suspects doesn't mean targeting a specific sect," al-Maliki said in a statement.

Al-Issawi is a member of the Sunni-backed Iraqiya bloc, which has been in a long-running row with al-Maliki over power sharing. Tensions have been on the rise since an arrest warrant was issued against Sunni Vice President Tariq al-Hashemi, one of al-Issawi's political allies, just as the last U.S. troops were leaving a year ago.

Al-Hashemi has been given several death sentences over the past year after Iraqi courts found him guilty in absentia in multiple terrorism-related cases. He is accused of running death squads to target government officials and Shiite pilgrims, a charge that he has denied and sees as a political vendetta. He is now living in exile in neighboring Turkey.

Al-Hashemi voiced solidarity with al-Issawi in a statement Friday. He also lashed out at al-Maliki, saying the "the tyrant of Baghdad will not keep quiet until he targets all of his opponents."

The prime minister's spokesman, Ali al-Moussawi, dismissed that charge as meaningless. He said the issue of the finance ministry guards' arrest had been blown out of proportion, adding that the government is committed to ensuring that proper legal procedures are followed.

Iraq's Sunni Deputy Prime Minister Saleh al-Mutlaq, meanwhile, threatened that the Iraqiya bloc could withdraw from the political process altogether if lawmakers and independent bodies are not allowed to monitor the investigation involving al-Issawi's staff.

In Anbar province, a Sunni stronghold west of Baghdad, thousands of demonstrators took to the streets of Ramadi and Fallujah to protest the arrests, according to police officials and a local resident. The officials spoke on condition of anonymity because they were not authorized to talk to the media about the protests. The witness spoke without giving his name out of concern for his safety.

Some of the protesters fired gunshots into the air. Others carried banners reading "Al-Maliki and terrorism are two faces for the same coin" and "Do not provoke us because we can resist," the police officials and the witness said.

    NBA: Jeremy Lin leads Houston Rockets by Knicks in return to New York

    His old fans booed him. His old friend clobbered him.

    Otherwise, it was Linsanity all over again at Madison Square Garden.

    Jeremy Lin had 22 points and eight assists in his return to New York, leading the Houston Rockets to a 109-96 victory Monday night that ended the Knicks' 10-game home winning streak.

    Cheered, then jeered, and later floored by Tyson Chandler's flagrant foul, Lin added another masterpiece to the ones he put together last season during the height of his memorable run. No longer the fan favorite he was when wearing the home uniform, Lin got a mixed reception when he left the game with 2:25 remaining and the Rockets leading by 16.

    "I think our team, we took a step in the right direction," Lin said. "And for me, it was great to be back."

    James Harden had 28 points and 10 rebounds for the Rockets. Rookie Chris Copeland scored a career-high 29 points for the Knicks, who played without leading scorer Carmelo Anthony.

    The Knicks trailed by just five midway through the third quarter before the Rockets blew it open with a 15-0 run, with Lin either scoring or assisting on five of their six baskets.

    Lin, who signed with Houston in the offseason, saw some fans wearing his old jersey but said he didn't let his mind drift back to last season during the game.

    "I've moved on, they've moved on," he said. "We have good memories, but at the same time we're all in a different place now."

    ...I did contact them & was told that even if I wanted to replace only one worn out blade with another, there would still be a $50 minimum order. At this time I don't know what my needs will be & how many blades I'll need, so I was thinking of 2-3 to get me started & decide what would work best for me...

    Buying several different configurations of blades at first is a good way to get a feel for they types of blades you're most likely to use. So you're on the right track there, in my opinion. (And your needs will quite possibly be different than those of other guys here.) An assortment with something like a 1/4" with 14 tpi, a 3/8" with 6 to 8 tpi, and a 1/2" with 3 tpi would be a well-rounded set. That said, you can buy two of each from Ellis for less than the three blades would cost most other places. That gives you a spare for each configuration. Having a spare blade is a good thing, since Murphy's Law dictates that the likelihood of a blade breaking is directly proportional to the importance of the project (with a multiplier added if the project is on a deadline).

    Once you find the one or two blade configurations you use the most, you can stock several of each. And you still will have one or two blades that you don't use much, but have available for the rare project where they are handy. Case in point: When I first got my bandsaw, I bought a pairs of several different configurations. In time, I realized that I very seldom used the 1/4" blade and almost never used the 3/8" blade, but the 1/2" blade got lots use for the things I was doing. (Your mileage may vary, of course.) When that 1/2" blade was ready to be replaced, I put my spare one on the saw and ordered 6 or 7 more of that size. Those are my primary, day-to-day blades for cutting turning blanks. I still have at least one of those original 1/4" blades, and still use it once in a blue moon when I'm doing a project that can use it. I eventually bought another one to have as a spare, so I added it to my next 1/2" blade order. (I never felt the need to buy any more of the 3/8" ones, but I'll bet I still have one or two in the cabinet...next to the one or two 3/4" blades I've tried and decided I didn't like.)

    FLASHBACK: Obama: I Have Expanded Rights of Gun Owners

    Two months after the January 2011 Tucson shooting, President Obama put into writing the same pledge he made last night in Newtown, Conn. "We have a responsibility to do everything we can to put a stop to" tragedies from gun violence, he said in an op-ed in the Arizona Star.

    But in the next sentence, Obama adds this caveat, shedding light on his approach to guns:

    "Like the majority of Americans, I believe that the Second Amendment guarantees an individual right to bear arms," he wrote. "And, in fact, my administration has not curtailed the rights of gun owners - it has expanded them."

    In his first month in office, Obama overturned a 20-year ban on loaded guns in national parks and wildlife refuges. Licensed gun owners from any state can now carry concealed, loaded weapons on federal land.

    Ten months later, as part of an omnibus spending bill, Obama reversed a decade-long ban on transporting firearms by train. Amtrak travelers can now carry unloaded, locked weapons in their checked baggage.

    These actions, and others, are what earned Obama an "F" from the Brady Center for Gun Violence in 2010 for "extraordinary silence and passivity" on gun control. But Obama saw the moves differently.

    "The fact is, almost all gun owners in America are highly responsible," Obama wrote in the Star. "They're our friends and neighbors. They buy their guns legally and use them safely, whether for hunting or target shooting, collection or protection. And that's something that gun-safety advocates need to accept."

    This outlook offers insight into how the administration will approach what Obama described as the need for "meaningful action" in the aftermath of the Newtown massacre last week.

    As president, Obama has always emphasized the need to keep guns out of the wrong hands, rather than restrict the availability of guns or gun parts themselves. In his few public comments on the issue as president, Obama has called for enforcement of existing laws and improvements to the national background check system.

    The background check system "hasn't been properly implemented. It relies on data supplied by states - but that data is often incomplete and inadequate," Obama wrote in his March 2011 op-ed. "We should in fact reward the states that provide the best data - and therefore do the most to protect our citizens? we should make the system faster and nimbler.

    "We should provide an instant, accurate, comprehensive and consistent system for background checks to sellers who want to do the right thing, and make sure that criminals can't escape it," he wrote.

    Experts say that beefing up the system - and improving its ability to catch mental illness among potential gun buyers - is something that Obama could do right away via executive order. One proposal includes directing more state or federal agencies with knowledge of a person's mental competency or drug use to funnel that information into one, central background check system.

    Other gun control proposals that Obama has endorsed, such as requiring background checks for gun sales at trade shows or banning the sale of assault weapons, would require Congressional approval. In spite of six major shootings on his watch, Obama has not publicly pushed for a renewal of an assault weapons ban or new restrictions on high-capacity magazines.

    LOS ANGELES -- Kelly Clarkson, who became the first contestant to win "American Idol" a decade ago and went on to several chart-topping successes, has gotten engaged to her boyfriend, the singer said in a Twitter message on Saturday.

    Clarkson, 30, previously revealed she had been dating talent manager Brandon Blackstock since early this year. Blackstock is the stepson of country singer Reba McEntire.

    "I'M ENGAGED!" Clarkson said on Twitter. "I wanted y'all to know!! Happiest night of my life last night!"?

    She then followed that by posting a link to a photo of her canary yellow diamond engagement ring on a website. She wrote that her boyfriend helped design it and that she "can't wait to make Brandon's ring."?

    Clarkson's album "Stronger" hit No. 2 last year on the Billboard 200 sales chart, and she in previous years topped pop charts with her songs "My Life Would Suck Without You" and "A Moment Like This."

    The Texas-born singer won the Fox television singing contest "American Idol" in the show's debut year in 2002, and has had more success than many of the show's stars from following years.?

    Clarkson has burnished an image as an artist willing to speak her mind, even confessing to feelings of loneliness.?

    Last month, in an appearance on the "Ellen DeGeneres Show," Clarkson said she had been dating Blackstock since earlier this year and was thankful to have him.?

    "I am not alone for the first time for Thanksgiving and Christmas and I'm very happy," she said on the show.?

    In the same November appearance, Clarkson said she expected to get engaged to Blackstock. "We will totally, probably elope," she told DeGeneres.?

    On foreign policy, Kerry is Obama's good soldier

    WASHINGTON (AP) ? Democratic Sen. John Kerry stands tall as President Barack Obama's good soldier.

    The Massachusetts lawmaker has flown to Afghanistan and Pakistan numerous times to tamp down diplomatic disputes, spending hours drinking tea and taking walks with Afghan President Hamid Karzai or engaging in delicate negotiations in Islamabad.

    It's a highly unusual role for a Senate Foreign Relations Committee chairman: envoy with a special but undefined portfolio.

    Kerry has pushed the White House's national security agenda in the Senate with mixed results. He successfully ensured ratification of a nuclear arms reduction treaty in 2010 and most recently failed to persuade Republicans to back a U.N. pact on the rights of the disabled.

    Throughout this past election year, he skewered Obama's Republican rival, Mitt Romney, at nearly every opportunity and was a vocal booster for the president's re-election. Kerry memorably told delegates at the Democratic National Convention in August: "Ask Osama bin Laden if he's better off now than he was four years ago."

    Obama seems likely to reward all that work by nominating the 69-year-old Kerry, perhaps in the coming days, to succeed Secretary of State Hillary Rodham Clinton as the nation's top diplomat. The prospects for the five-term senator soared last week when U.N. Ambassador Susan Rice, a top contender for the post, withdrew from consideration to avoid a fierce fight with Senate Republicans.

    A Kerry nomination has been discussed with congressional leaders, and consultations between the White House and congressional Democrats have centered on the fate of his Senate seat, according to officials familiar with the situation who were not authorized to publicly discuss the talks. If the seat were in play, it could boost the prospects for recently defeated Republican Sen. Scott Brown to win back a job in Washington.

    At the same time, Obama is considering one of Kerry's former Senate colleagues, Republican Chuck Hagel of Nebraska, for the Pentagon's top job.

    The selection of Kerry would close a political circle with Obama. In 2004, it was White House hopeful Kerry who asked a largely unknown Illinois state senator to deliver the keynote address at the Democratic convention in Boston, handing the national stage to Obama. Kerry lost that election to President George W. Bush. Four years later, Obama was the White House hopeful who succeeded where Kerry had failed.

    Senate colleagues in both parties say Kerry's confirmation would be swift and near certain, another remarkable turnaround. Eight years ago, the GOP ridiculed Kerry as a wind-surfing, flip-flopper as he tried and failed to unseat Bush.

    "If he is nominated, he comes into the position with a world of knowledge. He's someone who certainly understands how the legislative process works and I think he will be someone that Congress will want to work with in a very positive way," said Sen. Bob Corker of Tennessee, who is poised to become the top Republican on the Foreign Relations Committee next year.

    Sen. Kelly Ayotte, R-N.H., a member of the Senate Armed Services Committee, said "there's no question he has a very strong depth of knowledge of these issues. Certainly qualified."

    Sen. John McCain, R-Ariz., has taken to jokingly referring to Kerry as "Mr. Secretary."

    Kerry and McCain, defeated presidential candidates who returned to the Senate, have joined forces repeatedly during the past few decades. In July 1995, the two decorated Vietnam War veterans provided political cover to President Bill Clinton when he normalized U.S. relations with Vietnam. Clinton had been dogged by questions about his lack of military service.

    Last year, Kerry and McCain were outspoken in pushing for a no-fly zone over Libya as Moammar Gadhafi's forces attacked rebels and citizens. This month, they stood together in arguing for the disabilities treaty against staunch Republican opposition and complaints that it could undermine U.S. national sovereignty.

    The pact fell five votes short of ratification, and Kerry called it "one of the saddest days I've seen" in his years in the Senate.

    "Today I understand better than ever before why Americans have such disdain for Congress and just how much must happen to fix the Senate so we can act on the real interests of our country," he said, his frustration evident.

    Kerry has traveled extensively for the administration, to Afghanistan in May as a strategic partnership agreement loomed large in the decade-plus war. He was in Pakistan last year in the midst of a diplomatic crisis after Raymond Davis, a CIA-contracted American spy, was accused of the killing two Pakistanis.

    Sen. Chris Coons, D-Del., a member of the Foreign Relations Committee, traveled to Pakistan around that time and recalled Kerry's influence.

    "I arrived in Islamabad I think five days after Ray Davis had been taken into a jail in the Punjab and was at very real risk of being hauled out of the jail and lynched," Coons said. "Sen. Kerry was about to show up and negotiate on behalf of the administration. And it was clear that both the diplomats and the military folks we met with viewed him as a real man of credibility and experience who was likely to contribute meaningfully to those negotiations."

    Davis pleaded self-defense. After weeks of wrangling between the U.S. and Pakistan, he was released in exchange for "blood money" paid to the dead men's relatives.

    This year, Kerry has presided over committee hearings on treaties and other major issues, but there has been little legislative work. He didn't draw much attention to the committee, avoiding possible embarrassments for the administration in an election year.

    Corker said he would have liked for the committee to devote more time to events in Libya, Syria and other countries.

    "I think he's tried to accommodate our concerns and at the same time seek a balance ... giving the administration the headroom they needed to do what he and the administration felt was best. I understand that," he said, speaking of Kerry.

    Coons said Kerry's deliberate work is often behind the scenes.

    "The role of the chairman ... is not always getting your picture taken with George Clooney, standing around with heads of state, going to receptions in Foggy Bottom," he said. "It's also lots and lots of time listening to folks who've got concerns whether it's on behalf of the defense community, the business community, the diplomatic community and being the person who's at the intersection of all that and trying to keep the Senate productively engaged in a very dangerous world with a lot of emerging threats."

    Modupe Adunni Martin Convicted Of Worker's Comp Fraud After ...

    SAN MATEO, Calif. -- A sex romp at a public park helped prosecutors convict a California woman of faking an ankle injury to collect workers' compensation payments, authorities said.

    Modupe Adunni Martin, 29, was sentenced to nine months in jail on Thursday in San Mateo County after pleading no contest in October to felony workers compensation fraud.

    Martin was caught on videotape in August 2009 throwing her crutches into a car and running in high heels to meet her boyfriend at a public park, where she took part in a sex act that doctors concluded she couldn't have done with an injured ankle, District Attorney Steve Wagstaffe said.

    She was arrested and charged with 10 counts of insurance fraud.

    "I guess love just helps one get over injuries," Wagstaffe said in a phone interview on Friday.

    Martin reported the injury in February 2009 while working as a janitor for the Sequoia Union High School District.

    Claiming the injury left her unable to walk, Martin made 10 visits to doctors over a three-month span. A co-worker suspected she was exaggerating and alerted the district, which advised investigators.

    Martin was taken into custody after sentencing. A call to her attorney, Emily Andrews, by The Associated Press was not immediately returned.

    Martin was also sentenced to 3 years of supervised probation and ordered to pay more than $79,000 in restitution.
